Measure WW (2008)

Measure WW was approved by voters in Alameda and Contra Costa counties in November 2008. The measure extended Measure AA, approved in 1988, to enable the Park District to meet the increasing demand of protecting open space for recreation and wildlife habitat. It also made funding available directly to cities and special park districts for high priority community park projects.

Measure WW Local Grant Program

Measure WW provides $500 million in bonds to expand regional parks and trails, and to preserve and protect open space for recreation and wildlife habitat. Of the $500 million from Measure WW, $125 million (25%) is allocated on a per-capita basis for grants to 46 cities, communities, local park and recreation districts, county service areas, and the Oakland Zoo to address local park and recreation needs.

  • The $500 million bond extension was approved by 72% of the voters in Alameda and Contra Costa Counties in 2008.

Cost

  • This extension does not increase the tax rate above the present maximum rate of $10 per year per $100,000 of assessed valuation (i.e., a home assessed at $400,000 will pay $40 per year).

Use of Funds

  • $375 million (75%) of revenue funds Regional Park acquisition and capital projects, with $26.2 million (7%) of that amount held in reserve for unanticipated future needs and opportunities.
  • $125 million (25%) of proceeds goes to cities, special park and recreation districts, county service areas, and the Oakland Zoo for much-needed local park and recreation projects.

  • Livermore is not included in Measure WW. Livermore voters did not vote on Measure WW because Measure WW is an extension of Measure AA approved by voters in 1988. At that time, Livermore was not part of the East Bay Regional Park District. The East Bay Regional Park District is working closely with the Livermore Area Recreational Park District to identify sources of capital funding for future acquisitions and development.

Measure WW Urban Creek Grant Program

The Measure WW Urban Creeks Grant Program provided $1.6 million for cities and community organizations to restore urban creeks in the East Bay.

Funds were awarded to three projects.

  1. Wildcat Creek Restoration, City of San Pablo, $800,000
  2. Laguna Creek Restoration, Town of Moraga, $599,743
  3. Lafayette Creek Restoration, City of Lafayette, $189,700
