Joint Message on Tentative Labor Agreement Reached Between East Bay Regional Park District and AFSCME, Local 2428

The East Bay Regional Park District and leaders of its employee labor union, AFSCME Local 2428, have reached a tentative agreement on a three-year contract. The comprehensive agreement provides a wage increase of over 9% over the three-year contract, as follows:

  • 3% retroactive to April 1, 2021
  • 3% effective April 1, 2022
  • 3% effective April 1, 2023

In addition, beginning in November 2021, the agreement provides salary increases to move all AFSCME classifications to at least the median salary of similar positions in the competitive San Francisco Bay Area labor market. The agreement also adds Juneteenth as a paid holiday. Total value for this three-year agreement is over $29 million over the contract period.

“EBRPD parks have been life-changing destinations for the public to enjoy nature, improved health and mental wellness especially during the past 18 months of the unprecedented COVID pandemic. Keeping these parks open 365 days a year, and especially during this time, has been achieved by dedicated and committed Park District employees,“ said Dee Rosario, President of EBRPD’s Board of Directors.

“We are grateful to the Park District’s new management and the Park Board for their leadership. They moved quickly and professionally to recognize the value of all of the people who make our East Bay Parks the crown jewels of our region,” said Meadow D’Arcy, an Administrative Analyst and AFSCME Chief Steward for the parks. “We are looking forward to working closely with the East Bay Regional Park District’s management to implement this new, historic agreement.”
