The Board Meeting, which was held on February 19, 2008 at the Peralta Oaks Headquarters Building, 2950 Peralta Oaks Court, Oakland, CA, was called to order at 12:45 p.m. by Board President Ayn Wieskamp.

At this time, the Board of Directors met in Closed Session to discuss those items outlined on the Closed Session Board Meeting Agenda.
The Open Session of the Board Meeting was called to order at 2:15 p.m. by Board President Ayn Wieskamp.

A. APPROVAL OF AGENDA
Director Wieskamp announced a proposed addition to this meeting's agenda: after the last Public Comments section, the Board will have a discussion of the Park District's interests for the upcoming March 2008 NRPA Legislative Forum in Washington, DC.
By motion of Director Sutter, seconded by Director Radke, the Agenda, including the additional item, was unanimously approved.
B. PUBLIC COMMENTS
Ms. Audrey LePell and Mr. Andrew Wilson, President and Vice-President of Citizens Against Pollution (CAP), respectively, addressed the Board and spoke about the groups' opposition to two power plants, the Russell City Energy Center and Eastshore Energy Center, proposed for construction in Hayward, and described how these projects will negatively impact the surrounding areas. Ms. LePell added that their group is concerned that the District is once again involved in negotiations with Calpine, and if so, would like to be informed.
Mr. Rob Simpson, Chairman of the City of Hayward's Sustainability Committee, addressed the Board and advised that activities related to the proposed power plants have violated the Endangered Species Act. He handed out a map showing the locations of endangered species within the power plant study area, and hoped that the District will join their group's appeal to the Environmental Protection Agency to conduct a comprehensive impact report.

2. BOARD AND STAFF REPORTS
a. 2008 Regional Parks Bond Extension
Dave Collins, AGM of Management Services, explained that this section is the first in a number of installments meant to receive, record and accumulate comments/communications received from the public regarding the proposed Regional Parks Bond Extension, and will be part of future Board packets; the Board will be reviewing all comments received prior to finalizing the measure.
Director Skinner expressed the following concerns: a) the amount of funding allocated for North Richmond Shoreline, given the number of parcels already identified in the Master Plan, may be too low, and b) looking at the allocation and description for Pt. Pinole, given that it includes not only the Atlas Road improvements, campgrounds, and various other items plus a visitor facility, and comparing this with other projects that have potentially a visitor facility, such as Las Trampas, MLKing, Jr. and Redwood, their allocations are at least double, if not triple, the current amount listed for Pt. Pinole. She stated this may contribute to the perception that the District is not as serious in putting a facility there.
Director Sutter handed out an article from the SF Chronicle enumerating the results of various funding issues that passed from the recent election, and stated that the results show that people are willing to vote for "money matters", which bodes well for the District.
b. Actions Taken by Other Jurisdictions Affecting the Park District
General Manager Pat O'Brien discussed the items listed on the staff report.
3. GENERAL MANAGER'S COMMENTS
GM O'Brien introduced Carol Johnson, Community Relations Manager, who gave a PowerPoint presentation on the District's Community Relations Plan.
4. ANNOUNCEMENTS FROM THE CLOSED SESSION
President Wieskamp stated that there are no announcements from the Closed Session.

6. BOARD COMMENTS

- Attended a number of speeches by Oakland Mayor Dellums;
- Attended the Board workshop on February 13, and the Alameda Mayors Conference where Director Wieskamp made a presentation on the proposed bond extension;
- Attended the Chabot Space and Science Center event on February 16.
Director Radke reported on meetings attended. Director Radke
- Will have a meeting with the Delta Science Center Board;
- Attended the Contra Costa Council meeting, where Supervisor Federal Glover gave a State of the County address;
- Attended a Labor/Environmental Group meeting, where he spoke about the proposed bond extension and the importance of having the support of the Labor group;
- Will attend the meeting of the Carquinez Preservation Trust in Vallejo on February 20.

- Spoke before the Berkeley Rotary Club regarding the District's proposed bond extension;
- Attended Congresswoman Barbara Lee's State of the Congressional District address;
- Attended the Sierra Club's Public Lands Committee meeting, with AGM Collins also in attendance, where the proposed bond extension project list was discussed. She mentioned that there was a concern at this meeting that the project list did not show enough attention to habitat restoration;
- Attended the meeting of the City of Berkeley's Waterfront Commission where she also spoke about the proposed bond extension. Director Skinner relayed the Commission's concern and frustration that District staff have not responded to previous invitations to attend their meetings;
- Attended the Contra Costa Council meeting with Director Radke.

- Attended the Hayward Chamber Recognition Event, where the School teacher, Firefighter and Police Officer of the Year awards were given. Director Wieskamp also obtained received an endorsement for the District's bond extension measure from the former Hayward City Manager;
- Attended a tour of the Shoreline Unit, together with Director Siden, Unit Manager Mark Ragatz and staff;
- Visited Quarry Lakes and met with the Park Supervisor and staff;
- Attended two Mayors Conferences, where she received endorsements for the proposed bond extension from Mayor Mark Green and his City Manager;
- Attended a tour of Garin/Dry Creek with Director Wieskamp, and the EDA Legislative Reception;
- Attended the CARPD State Conference at MLKing, Jr. Shoreline Center, the Board Executive and Operations Committee meetings;
- Will meet with Senator Corbett and staff at Quarry Lakes;
- Will attend the CPRS Conference on February 26.

- Attended the Alameda Ministerial Association where he handed out information on District job opportunities and the proposed bond extension;
- Attended the Save the Bay press conference, with Directors Skinner and Sutter;
- Attended a meeting of the Martin Luther King, Jr. Freedom Center, and mentioned that Congresswoman Lee secured a $282,000 Federal appropriation for their youth program;
- Attended Congresswoman Lee's State of the Congressional District address;
- Attended the Board workshop at Garms;
- Attended the Alameda County Mayors Conference where Director Wieskamp gave a presentation on the proposed bond extension;
- Attended Oakland Mayor Dellums' State of the City address with Director Sutter;
- Will attend the East Bay's League of Conservation Voters' mini-fundraiser event;
- Commented on the promotion of Crown Beach Supervisor Anne Rockwell to Unit Manager;
- Together with Director Sutter, will be meeting with the Oakland Zoo's Foundation Chair and the Board President to talk about the District's bond extension measure;
- Will be attending the PAC's February meeting;
- Will attend the CPRS Conference in Long Beach and will be unable to attend the Board Finance Committee meeting;
- Announced that NRPA will be having an Environmental Summit in Portland, Oregon in May.

- Reported on attending the 100 Club, which she is a member of;
- Attended a tour of Coyote Hills with Paul Ferreira, Supervising Naturalist and Mark Pearson, Park Supervisor;
- Invited the Board on her upcoming tours of Lake Chabot, Quarry Lakes, East and Central County Trails, Pt. Pinole, and Black Diamond Mines;
- Attended the Board workshop;
- Attended the Alameda County Mayors Conference, and reported that according to Mayor Green, if the District wants an endorsement of the regional parks bond extension from this group, the request must be received by their last meeting in July;
- Reported handing out about 40 District calendars at the Elected Women's Luncheon;
- Mentioned that Shadow Cliffs is an issue that will be coming up, and suggested that a formal process be announced, as soon as possible, to address the public's concerns since the site project will not be moving forward;
- Shared newspaper articles regarding Segways and Yurts, and an article written by PAC Appointee Bob Coomber;
- Suggested that staff try to get in touch with Jack Smith, via a family member, to see if he would be able to share his knowledge of the District.
E. PUBLIC COMMENTS

F. DISCUSSION OF DISTRICT INTERESTS - NRPA LEGISLATIVE FORUM, WASHINGTON, DC
Board members and District staff moved to the Board Conference Room and conducted a discussion of various issues, topics and areas of interest to focus on during the upcoming conference, such as the proposed park bond extension, funding requests for the Hills Fire Reduction Program, the Dublin – Pleasanton Underpass, Tyler Ranch acquisition, Concord Naval Weapons Station, Land and Water Conservation Fund, No Child Left Behind legislation, FEMA and Crown Beach, FEMA and Black Diamond Mines, the Alameda Naval Air Station, and the effects of the Cosco-Busan Oil Spill to District properties.
G. ADJOURNMENT
The Board Meeting was adjourned at 4:20 p.m. by President Wieskamp.
