Shadow Cliffs Regional Recreation Area in Pleasanton features an 80-acre lake, open to the public for swimming, boating, and fishing. Due to the lake's location in an abandoned gravel quarry pit, the lake loses water through percolation and evaporation, especially in the summer, and requires additional water to maintain a constant operational lake level. The East Bay Regional Park District (EBRPD) siphons local ground water from the Arroyo for use in the lake. Access to this water source cannot be guaranteed due to other needs in the area, so the EBRPD searched for a secondary water source.
Shadow Cliffs Regional Recreation Area neighbor CEMEX has come to the rescue. Through a recent agreement, the lake will receive fresh water from CEMEX water holding ponds. The water is available after use in the aggregate process. This water undergoes a several stage settling process, is regularly tested by CEMEX to comply with state standards for discharge to streams and is of excellent quality. It will also be monitored on a routine basis by EBRPD. EBRPD will upgrade the existing out-flow pipe at the Lake, and pay for the cost of electricity during water transfer. This arrangement saves EBRPD and taxpayers tens of thousands of dollars annually in potential water usage fees and construction costs for alternatives such as drawing water from other quarries.
