About the Position

Under supervision, provides a variety of routine to difficult office support services to various District departments. Senior Office Assistant is the advanced level class of this series.  This class is distinguished from the Office Assistant level of this series by the complexity of duties performed and the degree of independence to make decisions in non-routine circumstances.  This class may also have lead or supervisory responsibility for assigned clerical staff, may support a large number of people or may work alone a majority of the time.  The essential functions of this series include, but are not limited to: acts as receptionist and receives and screens visitors and telephone calls, takes messages or personally handles the call, such as, schedules school or other groups for interpretive programs, and provides factual information regarding District and/or assigned department activities and functions; types correspondence, reports, forms and specialized documents related to the functions of the assigned department from drafts, notes, dictated tapes or brief instructions, using a word processor; proofreads and checks typed and other materials for accuracy, completeness, compliance with District and departmental policies, and correct English usage, including grammar, punctuation and spelling; prepares and updates a variety of reports, which may require the use of arithmetic calculations; researches, compiles and provides tracking for information and data from departmental files, records and reports; maintains records and processes forms, such as payroll, purchase requisitions and other forms related to the assigned department.  Other functions and duties related to this role will include: enters and retrieves data and prepares reports from an on-line or personal computer system, following established formats; reviews computer-produced reports for accuracy and makes corrections as required; operates standard office equipment; performs such office support activities as opening and distributing mail, processing outgoing mail, arranging for the repair of equipment, transmitting information, ordering office supplies, and keeping reference or brochure materials up to date.

Minimum Qualifications

  • Education:  Equivalent to graduation from High School, and

  • Experience:  A total of three years of recent, responsible clerical or general office experience dealing with the public OR, one year experience as an Office Assistant for the East Bay Regional Park District.

Knowledge, Skills & Abilities

Knowledge of modern office practices and procedures, including the operation of data processing and personal computer systems and other standard office equipment; correct English usage, including spelling, grammar and punctuation; business letter writing and the standard format for typed materials; policies and procedures related to the department to which assigned; basic arithmetic.  Skill in organizing and maintaining office files and records, making accurate arithmetic calculations; typing 45 to 50 net words per minute from printed copy.  Ability to perform detailed clerical work accurately; use initiative and sound independent judgement within established guidelines; understand and carry out oral and written directions; prioritize work and coordinate several activities; establish and maintain positive and cooperative working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal and external customers.  Depending on assignment, position may require the ability to take verbatim notes, either via dictation, speed writing, or dictaphone/tape recording transcription.  Also depending on assignment, position may require the ability to train others in work procedures and the ability to plan, assign, review and evaluate the work of others.

The hiring pools established as a result of this recruitment will be used to fill current and future vacancies that may occur during the one-year life of the hiring pools.  The current vacancy is at Crab Cove.

About the Position

Under direction, to supervise and coordinate the activities of shop facilities engaged in the maintenance, repair, purchase, and disposal of automotive, construction and maintenance equipment, and to do other work as required.

Repair/Maintenance: determines extent of the repairs to be made and maintenance requirements; prepares vehicle repair orders; assigns work based on workload; makes cost analysis to determine if repairs are economically feasible; assists mechanics in diagnosing mechanical and electrical problems and provides expert help and consultation regarding difficult problems; inspects work in progress and upon completion.  Vehicles/equipment maintained and serviced include, but are not limited to: automobiles, ATV’s, trucks (e.g., pickups, graders, fire engines), patrol boats, motorcycles, and SUV’s; coordinates Biennial Inspection of Terminals (BIT) inspections with the California Highway Patrol and the Risk Department. 

New Equipment: purchases trailers, ATV’s, mowers, attachments (e.g., augers, flail mowers, woods mowers, etc.), and motorcycles; coordinates the set-up of new police and fire emergency vehicles with the respective department; obtains bids and arranges for painting of new District vehicles; 

Training/Testing: assists in providing District staff with continuing education in the safe operation and maintenance of vehicles and equipment, develops course outline, coordinates scheduling with the Human Resources Department, and conducts training; administers DMV pre-trip, skills, and driving test for commercial (Class A and B) licenses to District staff; determines whether employee passes test. 

Supervision:  supervises mechanics and shift leaders in performance of repair and maintenance work; trains new employees and ensures staff is current in latest technology; determines work standards and safety rules; evaluates employee performance; administers personnel actions; does actual work on the equipment as is necessary to get the work done in an effective and efficient manner; maintains a District program of preventative maintenance, prepares cost reports, maintains files, and recommends purchase or rejection of equipment.  Performs a variety of administrative tasks to accomplish work and other related duties as assigned.Enter information about the position.

Minimum Qualifications

  • Education:  Equivalent to the completion of the twelfth grade, and

  • Experience:  Five years’ experience in the maintenance and repair of automotive and heavy equipment, two years of which must have been in the supervision of the work of journey level mechanics engaged in the maintenance and repair of a fleet of  automotive-maintenance equipment.

Thorough knowledge of the principles, operation, and repair of gasoline, diesel, and alternative fuel-powered equipment.  Ability to accurately diagnose equipment problems and to determine costs of repair.  Journey level knowledge of all shop activities, including bodywork, painting, welding, and affiliated trades.  Knowledge of California Department of Motor Vehicles rules and regulations; principles of cost accounting, recordkeeping, and effective report writing; and purchasing practices and procedures.  Ability to work independently.  Ability to supervise and evaluate the work of subordinates.

Vacancy Situation

The Park District operates two corporation yards, each with an equipment shop. The current vacancy is located at our North County Shop. The hiring pools established as a result of this examination process will be in effect for twelve months and will be used to fill the current vacancy, and any other vacancies that may occur during the life of these pools.

Conditions of Employment

  • Union Representation:  East Bay Regional Parks Employees, Local 2428, American Federation of State, County & Municipal Employees (AFSCME), AFL-CIO, represents this classification.  Wages, hours, and other terms of conditions of employment are covered in an Agreement between the District and Local 2428.  This Union “Agency Shop” agreement requires the payment of union dues (if you choose to join) or payment of an equivalent service fee (if you choose not to join).  Currently dues are about $63.20 per month.

  • License:  A valid and unrestricted California Class A driver’s license with air brake and tank endorsements is required.  A valid California DMV Examiner’s certificate is also required.  New employees must obtain the required license with all endorsements prior to completing probation.  New employees must be able to complete the DMV Examiner’s Course by the end of the next available class.  Must be willing to work outdoors in a variety of weather conditions and willing to work unusual hours and/or on weekends.

Coffey, Kern Appointed to East Bay Regional Park District Advisory Committee

The East Bay Regional Park District Board recently appointed Colin Coffey, a resident of Walnut Creek and Bruce Kern, a resident of Castro Valley each to a two-year term on the Park Advisory Committee (PAC), a 21-member citizens' advisory group.

Colin Coffey, nominated by the Contra Costa County Board of Supervisors, is a partner with Archer Norris law firm in Walnut Creek with a 25-year concentration in the field of public healthcare law and regulation. He is a long time ambassador for the parks, Regional Parks Foundation member, and former PAC member. 

Bruce Kern, nominated by Board President Carol Severin, has over 40 years of experience in the economic and business development profession serving in executive positions at both the local and state governmental levels.  He was the founding Director of the East Bay’s Economic Development Alliance, and for the last 20 years has been a leader in promoting job growth and investment in both Contra Costa and Alameda Counties.  He is currently the vice chairman of Northern California’s Manex Board and a member of the United Way of the Bay Area’s Community Investment Committee and Wells Fargo’s Community Advisory Board. 

Dan Walters of San Leandro was re-appointed to the PAC.

The PAC studies issues and makes recommendations and comments on a spectrum of policy issues, such as grazing, dogs, horses and bikes in parks, the Park District budget, naming park facilities, park land use plans, new concessions, and more.  Members are appointed for two-year terms and may serve a total of four consecutive terms, or eight years. Service is voluntary and members receive no compensation.
