About the Position
Under supervision, performs professional, administrative and support tasks to serve as Community Outreach Coordinator in strengthening, facilitating and supporting outreach effort to groups serving underserved communities, including at-risk youth, individuals with disabilities and seniors.
Works to promote and encourage such individuals and groups to participate in the District’s interpretive, recreation and leisure services. Performs record keeping and administrative support for the Interpretive and Recreation Services Department and other work as required. Initiates and cultivates collaborative partnerships with agencies and groups that work with or provide services/support to underserved communities in Alameda or Contra Costa County. Serves as District representative to provide Interpretive and Recreation program outreach. Conducts meetings to determine community programming needs. Works with programming and Parks Express staff to ensure successful service delivery. Coordinates with other departments to provide program services, outreach delivery and prepare staff reports. Makes presentations about District programs and services to local community groups, and staffs events that further the District’s outreach program goals. Participates in program development, planning and evaluation; responsible for annual assessment and evaluation of department outreach program.
Minimum Qualifications
- Education: Bachelor’s Degree from an accredited college or university, with major work in Social Work, Recreation, Environmental Education, Park Management, Public Administration, Business Administration, or closely related area, and
- Experience: One year of recent experience in recreation, education or interpretive program planning, social work or delivery, with emphasis on community organizing.
- Supervisory: Experience is highly desirable.
- Substitution: One additional year of appropriate work experience may be substituted for one year of the required college education, or a Bachelor’s degree in an unrelated field, with completion of twelve or more semester units of creation and/or Interpretive specific course work.
Knowledge, Skills And Abilities
Knowledge and familiarity with community development principles and tools that strengthen community participation. Ability to plan and facilitate meetings, identify community needs, work with community leaders and volunteers of diverse backgrounds. Knowledge of grant writing, project administration and evaluation process. Strong written and verbal communication skills to deliver public presentations. Coordinate interagency and interdepartmental meetings in order to cultivate relationships with key internal and external stakeholders.

Vacancy Situation
The District currently has one vacancy located at Oakland Headquarters. The hiring pools established as a result of this recruitment will be used to fill the current and additional vacancies that may occur during the one year life of the hiring pools.

Selection Process
The application material for all applicants meeting the minimum qualifications will be reviewed by a screening panel to select the best qualified for interview or testing. The District reserves the right to set up a written test, performance test, and/or other assessment devices before or after the interview process. Possession of minimum qualifications does not guarantee an interview or invitation to test. Pursuant to the Federal Immigration and Reform Act of 1986, all applicants who are hired will be required to provide proof of identity and appropriate work authorization documents prior to commencement of employment. The individual chosen for hire must be able to pass a background check and District medical examination prior to employment. The probationary period for this classification is six months.
About the Benefits Package
The District offers a comprehensive and generous benefits package to its regular, full-time employees, the relevant version of which includes: paid vacations accrued at 12 days per year, to start; 13 1/2 paid holidays; paid sick leave accrued at 12 days per year; paid family health insurance (after 6 months of employment), employer pays Kaiser rate or maximum of 135% Kaiser rate for alternative plan; and dental insurance (after 3 months of employment); paid life insurance; and a variety of career and life enhancement benefits such as tuition reimbursement, Credit Union eligibility, confidential family assistance counseling, direct deposit, and paid and unpaid leaves.
The District also offers a generous pension package: the employee is covered under the California Public Employees Retirement System (CalPERS) 2.5% @ 55 plan retirement plan which is integrated with Social Security. CalPERS employees will pay the 1% employee portion, and the District will pay the employer portion. Additionally, the employee may elect to participate in a voluntary deferred compensation program (ICMA), to which the District contributes as well.
Conditions of Employment
- Union Representation: East Bay Regional Parks Employees, Local 2428, American Federation of State, County & Municipal Employees (AFSCME), AFL-CIO, represents this classification. Wages, hours, and other terms of conditions of employment are covered in an Agreement between the District and Local 2428. This Union “Agency Shop” agreement requires the payment of union dues (if you choose to join) or payment of an equivalent service fee (if you choose not to join). Currently dues are about $56.92 per month.
- License: A valid California state Driver License is a condition of initial and continued employment for this classification.
